According to the Disney Parks blog many changes will accompany their reopening. Currently Disney is cancelling fast passes and existing reservations to accommodate their new reservation system.
Priority will be given to current ticket holders, annual passholders and those with current reservations.
If you currently have a resort reservation, park ticket or are an Annual Passholder, Disney will be contacting you to provide additional details. It appears that after those guests have been accommodated they will reopen ticket sales and reservations, however capacity and availability will be limited.
Changes to allow for physical distancing:
Dining, Experience and Fast Pass reservations will be cancelled to allow for physical distancing. Dining reservations will reopen with a new 60 day window, Fast Passes will be suspended and they will use all the queue space for physical distancing.
Disney will eventually reopen dining reservations and change from allowing booking up to 180 days out and reduce to 60 days out.
They are also suspending extra magic hours.
Our personal experience:
We currently have reservations in September that included free dining because we re-booked our reservation for May and Disney offered a package to those who had to cancel. We have been contacted by Disney. They are cancelling our dining plan and automatically providing a 35% discount to our room cost for the inconvenience. No mention on how to make new reservations for dining yet.
